The HdL Companies

Founded in 1983, HdL was established to maximize local government revenues by providing a variety of audits, analytical services and software products. We are dedicated to helping cities, counties and special districts.
Hinderliter, de Llamas & Associates developed California’s first computerized sales tax management program and was responsible for securing legislation that allowed independent verification of state allocations. In 1990, HdL Coren & Cone was established to provide property and documentary transfer tax services. HdL Software LLC was formed in 1996 to provide software systems for other city revenues and to link to other HdL revenue tracking systems.
HdL’s systematic and coordinated approach to revenue management and economic data analysis is currently being utilized by over 400 agencies in seven states. Services include a variety of audits, analytical services and software products. Audit and consulting services are available for sales, use and transaction taxes, property taxes and business license fees. HdL also provides a variety of enterprise software processing tools for business licensing, code enforcement, animal control, building permits and tracking/billing of false alarms.
